Orbiter Economics: Passenger/cargo fees generator v1.0

This will allow you to use Badream's Orbiter Economic rules. It replaces the dice calculations with a more friendly interface than a spreadsheet. Jupiter is not included. It will be included in V1.0.1 Jupiter doesn't have bases in a standard Orbiter Installation.
