Spartan Executive Nav Lights Upgrade

Improves the visibility and placement of the red/green navigation lights for the Spartan 7W Executive by Milton Shupe and Team. These nav lights are a little more visible from outside the aircraft and are also visible from inside the aircraft in 2D and VC right and left views.
